What's the point?
Under the currrent rules, the children of fast horses will always be slower than their fastest parent. This means you can't use breeding to get better horses, which is sad.
Under the new rules, you can always use breeding to improve the quality of your horses. If both parents have exactly the same speed, then half their children will be faster and half will be slower.
